Reen, The Hostage Taker

Health: 600 - 2200 Health Regen: 6 - 14 Mana: 350 - 1200 Mana Regen: 9 - 15 Range: 175 Attack Damage: 60 - 100 Attack Speed: 0.650 (+0 - 15%) Armor: 25 - 90 Magic Resist: 30 Movement Speed: 330
Notes: Obviously he is a tank so his AD, armor, and HP scale pretty well. I didn’t give him scaling MR because I thought that’d be OP. He is slow so he is reliant on his abilities to close the gap. I imagine him being a top/jungle/support (not totally sure)
Passive: CCing an enemy enrages Reen for 3 seconds causing him to gain 20 movement speed and causing him to deal 4% of his target's max health as bonus physical damage .
Q - Come Here: After a .25 second delay, Reen throws out a grapple stopping at the first target struck dealing X magic damage and dragging them into melee range. During the drag, the target is stunned. The drag duration is 0 to 1 second depending on how far his grapple has traveled. Rehen is unable to move during the drag. This can also apply his E.
CD: 14/13/12/11/10 Damage: 60/110/160/210/260 (+ 50% AP) (+ 100% Bonus AD) Range: 1175 Width: 55 Speed: 1300
Notes: I imagine it wrapping around the targets feet and dragging them to him
This ability has a slight learning curve to it because you can move while the grapple is moving so you can Q and walk back to drag them further.
W - Stop Running: Reen lunges forward swinging his grapple in a cone in front of him pulling himself to the first target hit and rooting them while he dashes. The root duration is .5 - 1 seconds depending on how far Reen is from his victim. If the target is a champion and dies within 3 seconds of this ability landing the cooldown is reset.
CD: 18/17/16/15/14 Grapple Range: 650 (after the lunge) Lunge: 150 Width: 30 Degrees
Notes: The swing is counterclockwise This can hit minions but does not get reset if the minion is killed (might change) Looks kinda like a Talon w but instead of shurikens it’s his grapple
E - No Escape: Reen’s next auto attack becomes empowered for 5 seconds, dealing magic damage over 3 seconds. If the target uses any mobility spells all damage Rehen deals to them is tripled and the duration resets.
CD: 8/7/6/5/4 Total Damage: 30/60/90/120/150 (+6% of Reen’s max HP)
Notes: I really like this ability. I think this is a cool new way to implement the ground mechanic Q can apply this so it leaves the user with a choice, use E then Q for the instant damage, or Q then E and try to auto. Using E first runs the risk of missing the hook and losing cooldowns, but using Q and trying to auto runs the risk of them flashing before landing the E auto combo. This is an autoattack reset Main damage ability
R - No Escape: Reen jumps high into the air, and after 0.5 seconds punches the ground with tremendous force sending tremors through the ground. Enemies stuck by the tremors are knocked up for 1-2.5 seconds depending on their distance from Rehen. If Reen’s E is active when Stay Put is cast, it will be applied to all targets hit.

Lore: Reen isn’t the best looking guy in Zuan to say the least. His appearance has made making friends a challenge. Whenever he tries to talk to anybody they would run away. Obviously Reen wasn’t pleased by this so he decided to go about making friends a different way. He found a grapple and used it to climb walls and break into houses. Once inside he would use his grapple to restrain his hostage new friend and he would take them to his underground lair. To date there have been 20 kidnappings that have gone unsolved. Police believe Reen is behind them but have no proof. To avoid potential prosecution, Reen took his skills to the fields of justice and resides there taking defenseless ADC's hostage.
