Capped Ratios For Tanks?

One core issue in a PvP game like league is tanks. In MMOs the enemy tends to be an NPC and it is easy to get it to aggro on whoever you want, usually the tank. The issue is people are too smart for that. If Maokai is on Caitlyn and he does 0 damage why would she bother hitting him? Sure he has some cc which could be an issue, but it would take way too long to kill him to be worth it. In DOTA tanks have insane amounts of CC (6 second stuns and things like that). Being locked down for extended period of time obviously isn't fun and I'm glad riot doesn't do that, but there is an issue with their solution. Tanks are given pretty good base damage so they are a threat, and must be dealt with. This can cause some issues. There are plenty of games where tanks have some of the highest damage in the game if not the highest. My proposal is giving tanks low base damage, but decent ratios. The thing that will set them apart from damage dealers is these ratios will be capped. So let's say Malphite has a 100% AP ratio on his R up to 200 bonus damage (these are just examples not exact numbers to be used in the actual game) so he builds 200AP and his R does 200 more damage. I think this is way more fair than the current state where tanks get 6 tank items and do damage. This would make them have to get a damage item in order to deal damage so they won't be unkillable. This is just a suggestion meant to spark a conversation. I'm sure there are flaws, but I would love to hear some feedback on this. Thank you for reading.

Then you're just asking tanks to be CC heavy fighters. You shouldn't encourage tanks to build damage, that'll just lead to dumb shit like full AP Malphite.

Honestly they should just have lower scalings with the stats they don't build so that they aren't heavily encouraged to build them.

But tanks are trash right now. Top lane is dominated by skirmishers, top tier junglers are either full on support (Ivern) or are carries, not even assassins, straight carries (Shaco and Graves). You can't play tanks mid/bot, and support tanks aren't even tanky. What's the problem with tanks? Just play graves and 3 shot them.

Why do tanks even need a damage nerf? Their damage is mathematically lower than everyone else. They just live longer so put out more over time. Simple.

Good idea. Like he says, damage dealers have to be economical in team fights, they have to choose where they invest their damage wisely. So Riot decides that they need to make tanks like poppy deal assassin worthy damage to be worth that damage investment from your back line. There is a reason why you see champions like Rammus and Poppy dealing the 2nd or 3rd most damage in the game. I don't see how anyone can disagree with that assessment, and the current state of tanks is extremely toxic.
