Keyelle, the Last Watcher

Note: Her base vision range is shorter than normal.

Passive - Mark of The Watcher: Basic attacks on enemy units and monsters mark enemies with Mark of The Watcher for 5 seconds, allowing you to see their vision as well (Not including their allies vision). Their vision counts as your vision during this time. The first basic attack or use of an ability on a marked target consumes this mark, extending the vision range by double for 1.5 seconds and deals 20 Magic Damage + (15% Total AP). The same target may not be marked again for 12 seconds.

Magic Damage increases every level by 5.

Q - Eyes of the Unseen: Click on an enemy unit, it has it’s vision reduced by half for 1 second and deals 50/75/100/125/150 + (35% Total AP) as Magic Damage. If used on a unit with Mark of The Watcher, the vision is reduced to 0 and take double damage from this ability. The mark is passed on to nearby enemy units. The vision reduction from this ability does not affect Mark of The Watcher’s vision.

50/55/60/65/70 Mana | 10/9/8/7/6 Cooldown

W - The Watcher’s Embrace:

Passive: Allies within your vision gain 10% Movement Speed.

Active: Double your vision range for 1.5 seconds. You and your allies abilities have no cost while inside of your vision during this duration. Enemies within your vision are marked with Mark of The Watcher.

80/85/90/95/100 Mana | 20/18/16/14/12 Cooldown

E - Godspeed: Blink anywhere within your vision. Nearby enemy units marked take 80/100/120/140/160 + (25% Total AP) as Magic Damage when you land.

65/75/85/95/105 Mana | 30/27/24/21/18 Cooldown

R - Call of The Watcher: All enemies marked are pulled to you, regardless of distance dealing 100/150/200 + (20% Total AP) as Magic Damage.

100/125/150 Mana | 100/85/70 Cooldown

interesting idea :) hope you'll take a look at my idea too :) not quite as flushed as yours though.
