I was thinking about Ezreal being the worst adc in the meta right now

I was thinking of a new version of his 5 hit passive, which increases his attack speed after 5 successful hits on a target (which i don't find very useful since he doesn't auto attack much anyways if he's spamming abilities), and I thought of something that made it so he would gain a 0.2 second cool down extra on his q (or all basic abilities) every time he hit an ability stacking up to a full second extra of cool down reduction on it.
Another thought of this passive change would to be to made it have scaling ad every time he hit an ability instead ( similar to fervor but his abilities, not auto attacks)
