Tank based healer/shielder?

Last night i thought of this cool idea. I thought of some sort of healer/shielder tank support. The amount of health they had would count towards the strength of their shield/heal. I thought of this Flower based champ called Primrose. I didnt really want to make a full blown character just a tiny concept. Q:So her q would be some sort of projectile that would be able to charge up 3 charges. it would be a flower blast that did aoe dmg that added a dot effect(based on health) to all the ppl hit. if someone with the Dot dmg was hit by another shot while already having a dot effect on it they would be charmed. W:her w would be her shield which would protect based on a percentage of primrose's health and would reflect a percentage of dmg back to the enemy based on primrose's armor. E:her e would allow u to do like a kalista or twitch effect where anyone with the dot effect would suffer dmg but instead it isnt based off of the ability dmg its based of of the q's dot. It immediately damages the rest of the dot dmg left on its duration and then makes the enemy bleed. It is a point and click but on you or your ally because it will heal them for a percentage of the dmg with your e R: her ulti would allow her to move to any area and then go into stasis becoming a huge flower. This flower would absorb(deal dmg) as much of the enemy's health filling up a bar that is equal to her bonus health. After it is over the healthbar is divided to how many allies are in the flower(including primrose) and heals them for the divided amount. Anyways i never actually thought of a passive or anything just the abilities.

Not saying I don't like the idea, but we already have a tank who heals and shields based on his tank stats.

ACTIVE: Taric heals all nearby allied champions for 30 (+ 20% AP) (+ 1% maximum health) per stored charge at the time of cast, up to a maximum of 150 (+ 100% AP) (+ 5% maximum health) at 5 charges.

W: PASSIVE: Taric and his Bastion-marked champion gain bonus armor. BONUS ARMOR: 10 / 12.5 / 15 / 17.5 / 20% of Taric's armor Bastion 2 ACTIVE: Taric shields himself and the target allied champion for 2.5 seconds, blessing them with Bastion and causing his abilities to be replicated on them while both are within 1300 units of each other, though the effects do not stack. SHIELD STRENGTH: 8 / 9 / 10 / 11 / 12% of target's maximum health Taric can self-cast Bastion to shield himself and his marked ally if he's within range, or the nearest ally. Only one champion can be marked at a time, and selecting a new ally clears the previous mark.

I like the general concept of a draining tank that heals, especially the ultimate seems like an interesting ability and has clear counterplay (leave the zone).

My only concern is thematics. The flower thematic doesn't really scream "tank" for me. Flowers are usually associated with being vulnerable, so this theme would probably work better with a squishy classic enchanter.

In my opinion, I would split these 2 ideas. Designing a flower based enchanter support and another healing tank champion with a new thematic.
