Liais, The Celestial Savior

Alright so this is my first champion concept, this will be one of the son of AurelionSol has created. The basic lore behind the champion is that AurelionSol created two dragons to watch over humanity. One of these dragons is Liais, who sees humanity as a intriguing species to study and learn from. His desire is to study, protect and even coexist with them, and not be treated as some god. He does find it interesting that humanity does see him as a god, but as his father says, "Celestial dragons live and die by their own beautiful rule". He wants to protect humanity from his brother Viridis which is why he is called the Celestial Savior. The goal of this concept was to create a dueling mid lane that can shape not only how mid lane is played, but also how the jungle is played. Think of Kha'Zik and Rengar and their dueling passive, except they get a variety of buffs against each other. The brothers both receive 2 passives, one dueling and one standard passive.

Liais's Passive is as followed:

PASSIVE: ETERNAL DUEL Passive Stage 1: When gets the first kill between him and Viridis WITHOUT A ASSIST, he gets 20 Bonus AP. Passive Stage 2: When getting the second kill without a assist on Viridis, Liais receives Bonus Out of Combat Movement Speed Passive Stage 3: When killing Viridis a third time without a assist, Liais receives 5% bonus Magic penetration Passive Stage 4: When killing Viridis a fourth time without a assist, Liais receives 200 gold Passive Stage 5: When killing Viridis a fifth time without a assist, Liais gains 10% bonus damage against Viridis

Passive: Celestial Lineage (Liais) 3 Comets Orbit Liais and do AP Damage. Standered Passive: Chaining 3 attacks AND MUST HIT A ENEMY CHAMPION gives Liais a temporary shield based on Ability Power Ratio. The more hits you land, the more shield you have that is still based on AP Ratio. This stacks 3 times.
Duration: 5 seconds per stack

So his passive Eternal Duel is the same on Viridis (which he will be released soon on the boards) which means that it is a literal race to Stage 5. Just to clarify, just because Liais gets to stage 1 before Viridis doesn't mean Viridis can't achieve Stage 1 either. They both can achieve Stage 5, even if one gets Stage 5 first. The goal of this is to promote solo lane kills, to keep the junglers off the lane, and to promote skill match ups between the two dragons.

The rest of his abilities are as followed:

Q: Comet Barrage Active: Can sling the comets at a range of 800 units. (Skill shot and is shot in a straight line) Mana Cost: 70 Mana Cooldown: 10/9/8/7/6

W: Celestial Barrier Active: Liais Comets line up for 2 seconds and anyone that gets hit is temporarily slowed for 2 seconds and shoot out at a straight line with a range of 420 units. Comets do return to Liais and do bonus magic damage by 10-30AP based on level if hit twice. (Skill shot, but is horizontal like Jinx E, but also moves vertically back and fourth)
Mana: 50 Mana Cooldown: 15/13/12/11/9

E: Ionic Shockwave Active- uses his comets explode, knocking enemies back in a 650 Diameter (just click your E) with 35% AP ratio Mana: 40 Mana Cooldown: 11/10/9/8/7

R: To The Stone Age Stun Duration: 3 Seconds Slow Duration: 3 Seconds Charge time: 2 seconds Can see where the stun will land Area of Effect: 750 Units Active: Comets from his W fly in the air, then hit the ground stunning everyone in the Area of Effect. In the inner circle, it stuns everyone inside. In the outer circle it slows. ( Skill shot circle) Cooldown: 100/80/60

  His overal gameplay is that he is Mid lane Control Mage that scales nicely into the late game and can control team fights or secure objectives easily for his team. I couldn't calculate the damage, but I'd much rather leave Riot or someone in the comment who'd like to help me out with the numbers to do so accordingly. I do realize that the cool downs may seem absurd but at the same time I don't want people crying that it is to OP of a concept. All his abilities and passives should flow nicely. 

I would love feed back for this champion concept, I've been working on him for 6 months, I will be posting the full lore soon I really wanted to focus more on his abilities and his overall background as a champion.
