@Riot Reav3: after getting the survey for next illaoi skin, it would be cool for champions too

I mean. I think it would be cool to be able to choose one of 3 champions suggested by champ team and vote. The most voted champion should be the next to be released (when possible development timing-wise). The other 2 however shouldn't be discarded as for the survey for illaoi skins but postponed. I'd really love to also see how the development of the voted champion goes every 2 weeks (just like the winner illaoi skin). It should be really fascinating to see how a champ can change in development.
