This is a question for Riot... Or anyone else who knows the answer.
From when the idea of a new skin is accepted and approved by the higher ups at Riot, how long does it take to actually be released?

I'm not from riot but from what I've read coming from rioters like KateyKhaos and such they usually release skins based on the time and on going theme in the game. They had the pool party zac idea for a while but did not release it until the pool party event.

There's no simple answer to this, as it's more of a case by case basis.
For something like an ultimate skin, it can take a year or more to be released, due to creating new tech for the skin, as well as making sure everything works, and is bug free. Legendary skins also fall into a longer time frame, since they receive a lot of changes (VO, particles, sounds, recalls, and other odds and ends).
For other skins that aren't tied to an event, it's usually around a month or two, but sometimes, we change up release dates internally, so they could be pushed further up, or further down the line based on other skins, events coming up, etc.
As Yazzy814 mentioned, for events, we may have something concepted or ready to roll, but we'll hold it until the appropriate time. We had Pool Party Zac lined up pretty far in advance of the Pool Party event, but held off on releasing him until Team Up week so we could release all of the Pool Party skins at the same time. The same would be true for Harrowing or Snowdown skins - we may have a concept accepted or in development early, but it wouldn't see PBE until around the time of the event.
