Trying to Design a New Champion Concept

But I'm kinda having trouble making his kit fit together mechanically.

Thematically, I'd say I have it down pretty well. He's supposed to be a deranged lunatic, kinda in the same way as Jhin. But instead of... whatever Jhin does, he fancies himself THE prophet of a god he created subconsciously. One that does not exist in any way, shape, or form in any religion or society on Runeterra or any known plane beyond. One that wishes him to show his devotion by ruthlessly exterminating any who do not share the same beliefs (which... just so happens to be EVERYBODY).

Anyway, I'll put down what I have. Let me just preface: the name is a placeholder (my player name on a different game).
