it becomes a mini-game called dodge the bombs. his mana cost are so ridiculously low that it becomes so frustrating to lane against him. i don't think he is overpowered at all, just frustrating as hell! I would prefer his q mana cost go up and have his damage go up as well to compensate than play against him as he is now. Next time i get matched up mid against a Ziggs imma just dodge.
start boots and kick his ass early when he has mana problems and long cooldowns

His mana costs are incredibly high. You're clearly Bronze V, Ziggs is low tier champion after his nerfs, you're about 6 months late.
His q is incredibly hard to land unless he can use minions to proc the explosion and hit you with the AOE. Stay away from the minion wave and harrass him. I've never had a problem against Ziggs, his lategame is the only phase of the game where he really shines
