The BattleField Commander [Champion Concept]
Ok hear me out and give it a solid thought because my friend pitched me this idea and at first I was like "That's stupid, get outta here, quit goofin." But after talking about it with him for a while we both got super hyped. This champion is the BattleField Commander.

Passive - He cannot leave base (the walls with team barriers), gains 1/3 the experience and gold value of each minion that dies near an allied minion and his q,w, and r operate with the spectators delay of 3 minutes. He also has access to a selection of unique items (similar to gangplanks ult upgrades) which modify the game as a whole. Ex: Making minions attack faster, Towers have more hp, cannon minions spawn after 2 waves instead of 3, possibly black market brawler items like wolf minions, etc... (To clarify the delay, They view the game in real time with no delay, however all the abilities act with a 3 minute delay.) In addition to these things, the player may choose to manually control a minion at any time. This minion when controlled will have a range of general stat buffs and may be controlled for up to a minute. (This is mainly meant to give the player a way to impact the game and fill the time gap between other actions.
Q - The Strategist: This ability can be cast on a lane to redirect a minion from one of the other lanes to the chosen one. By default the minions are spread as usual, 6/6/6 but can be adjusted to have at minimum 4 minions in a wave. When cast, a minion will be redirected from the lane which currently has the most queued minions. Cannon minions cannot be redirected and will always travel down their default lane. (I imagine some cool ability overlays that indicate how many minions are currently queued for each wave in a lane.)
W - The Engineer: This ability can be toggled between the lanes, and will provide the minions in that lane with the ability to slowly rebuild towers/inhibitors. These towers do not become functional until fully rebuilt and have the base stats of a regular tower, even providing additional gold if destroyed again. When enemy towers are taken they too can have a friendly tower rebuilt on its base, however they have only half the stats of a regular tower.
E - The Banker: This ability can be used to take X% of a friendly champions current gold and give it to another allied champion. It cannot be used to take gold from any champion more than once every minute, but giving the gold to another champion has no such limit. This ability does not operate with the 3 minute delay inherent from the passive. (I imagine the gold drain to be capped at about 10%, but I'm not on the balance team)
R - The Assault: This ability can be activated to send one super minion down a lane in place of a melee minion. At rank 1 this applies to only 1 lane, at 2 it may apply to two lanes, and at 3 it applies to all lanes. These minions cannot be swapped to other lanes by using Q. (On Twisted Treeline the third level instead allows you to swap one super minion to the other lane rather than spawn a third minion.)

I've left out most specifics in terms of ratios, cooldowns, and general stats as I'm not on the balance team and don't pretend to know what needs doing with this guy. If Riot were ever to introduce someone like this I'm sure they'd be very different than what I've written here. The concept is what's important. There are no champions in game right now, across all 140 released champs who act as an over-arching force of control within the game. I really wish there was, because I feel like it could do a lot towards emphasizing the importance of macro play, rather than micro, and both are quite important in winning a game. With Riot continuing to come up with new concepts, new mechanics, and new character designs I thought perhaps they might be willing to give a champion like this a go.
I'd also love it if people would comment their own ideas about how a champion like this could be introduced effectively, or even if one should be. My friend and I only have two brains between us, I'm sure there's plenty of room for improvement.
