[Champion Concept] Xander, Blade of Demacia

I've thought long and hard about this champion, I hope viewers and riot will consider the idea. Read and enjoy!

     Xander was born into an insignificant family who owned a small house in the corner of the great city of Demacia. He always wanted to be a warrior as he grew up and idolized the great Prince Jarvan Lightshield IV. All the Demacian children grew up hearing the stories of the feats achieved by Jarvan, but Xander knew he has no hope of being a warrior. His parents constantly struggled with money and Xander began work at a young age. When Xander reached the age of fourteen, his mother was brutally murdered in an alley between a few Demacian buildings. The young boy mourned for his mother and began doing everything in his power to catch his mother's killer.
      Xander worked countless hours and became obsessed with the task, and when the boy reached seventeen years of age, he found the man who killed his mother. It was a well-known Demacian commander who was revered for his persistence in battle and natural leadership. Xander gathered all his clues and evidence together and requested an audience with King Jarvan Lightshield III. It was months before he was granted this request, but he waited patiently. When he entered the King's thrown room, he presented the evidence he had against the Demacian commander.
      The boy was ridiculed and told never to make such accusations again, then escorted from the palace. Xander was overcome by anger and hate, so he turned to the small criminal population of Demacia for help. He managed to get a sword and a large dagger from a weapon "salesman" who was recommended to him. He gave what little gold he had for them and left the man without so much as a word. Xander clad himself in a magnificent white cloak and pulled the cowl low over his face, concealing it from anyone he spoke to. He traveled to the barracks, and was directed to the commander who had committed such a vicious crime.
      As Xander entered the room the commander turned to meet him and a look of horror crossed his face. He had been caught and he knew it. He called for help and drew his weapons. Xander engaged him with a ravenous fury reacting to the commanders blows faster than he could have imagined. The boy was a natural fighter and at eighteen years old, with no fighting experience, he disarmed the great commander and brought him begging to his knees. As four Demacian sentries arrived in the room, the commander confessed to his crimes and was taken to see King Jarvan III. When the King saw the error in his ways, he apologized to Xander and offer him a position in the royal guard.
      Xander, full of pride and accomplishment, politely declined. The young man knew what he had to do. He had a plan that might kill him, but he was willing to take the risk. Xander traveled throughout Runeterra, challenging the greatest fighters in the land and finally got the invitation he was waiting for. At the young age of nineteen, Xander was invited to the League of Legends to fight alongside the greatest fighters in the world, including his childhood idol, Jarvan IV. Now, Xander fights in the Fields of Justice to share his natural fighting ability with the rest of the world, and see if he has what it takes to battle with the best.

(Abilities)

[Passive] - Precision - For 10% of health Xander is missing, his critical strike chance increases by 5%.

[Q] - Spiraling Dagger - Xander tosses his dagger, sending it spiraling through the air in a chosen direction, stopping on the first enemy champion it hits, dealing a small amount of damage and slowing the target by 30% for 2 seconds. CD: 8 seconds. No Cost. Notes: Will damage minions, but will not stop traveling if collides with minion.

[W] - Light Step - Xander teleports behind a target champion in a flash of golden light, leaving a DoT on the target for 4 seconds (dealing damage every 1 second) that deals damage based on his base Attack Damage. CD: 15/13/11/9/7 seconds. No Cost.

[E] - Blade Flurry - Xander consistently stabs out in front of him for 3 seconds dealing damage every 0.5 seconds based on his Attack Damage. CD: 10 seconds. No Cost. Notes: This ability can critically strike. This ability can proc on items such as Ravenous Hydra and Statikk Shiv. This ability has the general range of Yasuo's Steel Tempest ability.

[R] - Demacian Prosecution - Xander's next 3 basic attacks send out slashes of golden light out in a cone in front of him, dealing bonus damage based on his Attack Damage. CD: 125 seconds. No Cost. Notes: This ability can't critically strike any enemy champions outside normal basic attack range. The animation for the golden slashes of light would be in a golden arc horizontally across cone then back in the other direction upon next used basic attack. They would look the same in "texture" as the golden circles of Garen's judgement (after update). The general range of this ability is the range of Ashe's Volley ability.

Main Role: Assassin Secondary Role: Fighter

Main position: Middle Lane Secondary position: Jungler

I've been developing this champion for a long time, trying to get it just right to fit into the League of Legends. I'd like to get Xander out there on the Fields of Justice, so any viewers with tips, please comment them to me. RIOT of course is free to give any tips or change the champion as long as he is not completely changed into someone else. Why use energy? The only champions that uses energy are the ninja-like Ionians maybe do something like Mana or no-cost or maybe Stamina something like energy but can be increased by the use of HP or somewhere like that.
