[Champion Concept] Mid Mage/Hybrid Champion

We have some high-mana capacity champs that are pretty much useless without mana. (Ryze, Cass, Kass, etc.) With this champ, it would leave another viable option to counter these people with a fun play style. I'm aiming for this champ to be a hybrid, like Jax but ranged. And obviously a different kit. No lore yet, but still WIP.

Q: Select a target, deal 100/150/200/250/300 (.3 AP), slow for 10/25/40/55/70% for 2 seconds, unless recently hit by E active, then stun for 1 second. CD: 15/14/13/12/11. Cost: 70/120/170/220/270 mana

W: Passive- Increase mana by 6/12/18/24/30% Active - shield for 6/12/18/24/30% of mana for 4/5/6/7/8 seconds. CD 15/13/11/9/7

E (toggle): auto attacks do 5/10/15/20/25% (.2 AD) more damage, cost: 20/40/60/80/100 every auto

R- Deplete 12/24/36% of enemy mana pool, replenish your own mana, any excess is then applied to HP in a .5 ratio (for every 1 mana, .5 hp is restored.) Do damage based on half of mana depleted, with a .25 AP & AD ratio. CD- 100/90/80. Cost- 200/400/600 mana

Yet again, completely ridiculous. The mana cost on Q is basically nothing early game, so you have no counterplay harass. 108% increased mana with items like item 3040 would be ridiculous. E is mostly fine, but that cost is too ridiculous for an ability you can't toggle off even for this champ. It makes him essentially useless early game instead because you can't CS. And then R...

Stealing mana has never become a mechanic for a reason. Not only does it not work on a good 30% of champs, but those that it does affect would be made pretty much obselete by it. Imagine playing Ryze, getting to around 70% MP by using Seraphs and a round of spells, and then suddenly being out of it and all the damage you dealt being completely healed by your enemy. See the problem?
