Organize Runes and Mastery pages without having to remake

It's been since Season 3 that I've been asking for this, and I just did a quick search and realized I am not alone:

I can't understand why something so basic, and seemingly trivial hasn't been implemented or why it's been put on such a back burner behind other interface changes.
