Its Time For Another Mordekaiser Rework Design
We all know Mordekaiser is in need of a rework. Guessing based on his "high priority", but lack of appearance on any VGU list that Riot probably doesn't even know what to do with him. Here is an idea for Riot. First off I'm listing these changes based on the fact that Mordekaiser is (or should be) a Juggernaut similar to Darius/Garen.
First -
For God sakes increase his base stats to at least the level of the other Juggernauts, and yes this does mean decreasing his damage scaling so he can't one shot people, that's a Carry's job not a Juggernaut. He should not be able to have the one-shot capability of a fed LeBlanc and be as tanky as an Alistar.
Second -
Mordekaiser was never meant to be an auto-attacked based champion. He was meant to be ability based, like Aatrox, Darius, Garen, etc. These ability changes are meant to reflect that. The biggest change is to his ultimate.
Passive -
It's fine where it is.
Q -
Honestly just needs to be reverted back to his old Q with an added twist to keep him relevant as an ability based champion. Link below for this who don't remember it.
As an immobile champion Morde always had trouble sticking to his opponents which isn't really what a Juggernaut is about. They are the people who take forever to reach you, but once they are in your face they become a nightmare. I would get rid of AD scaling. Mordekaiser's primary stats should be Health/AP/Cool Downs not AD. I would also lower the AP growth ratio to be on par with other Juggernauts damage and I would make his Single target Q a small stun and his 3 target Q a moderate slow or a micro stun with similar duration to Akali's ultimate. This seems powerful, but only once he gets in your face.....like a Jugger......yup.

I would lower the damage on this ability by a lot or simply remove damage entirely in favor of making this a utility/stick to ability. I mean Mordekaiser has all the damage he needs in his Q and W, which also forces Mordekaiser to get in your face instead of poking you and is in lines with being a Juggernaut.
I would make this a pullback ability similar to Darius or a partial pullback like Swain's pullback. This ability would still give Mordekaiser more shields by far than his W. The shield gained back would be a % of his total shield + a % of his max health (for scaling). Example 20% total shield + 1.5% Max Health as Shield (bad at mathing ability scaling), this ability should give a full build Mordekaiser around 30 - 40% total shield. This will be fine considering his W also gives him some shield and also health back. The shield HP scaling from his passive + this ability will better motivate him to build AP/Health instead of pure AP.
R (Ultimate) -
Honestly Mordekaiser has one of the most unique ultimates in the entire game, but really does need to be changed. This change will make his ultimate have a similar feel to his current ultimate and old Yorick's ultimate for those who remember. And yes this change does mean he will not be able to ghost dragon.
Mordekaiser as a champion is more of a split pusher instead of a team fighter. He has all the tools he needs for that, but his ultimate was basically an "assassinate this target now" button. It also was countered by a basic health potion (which should not be possible for a single 50 gold item to counter an ultimate ability), forcing Mordekaiser to take ignite for it to even go off. This limited Mordekaiser's summoner spell choice and made it so he was only there to make it a 4 v 6 when someone died.
As a split push champion this doesn't make sense but I like his ability. Here is how I would rework it to still have Mordekaiser's ghost and make him more of a split pushing Juggernaut.
I would have his ultimate mark an enemy champion (do no damage). Marking the enemy champion (not killing then) would spawn a ghost of that champion under Mordekaiser's control for a certain amount of time. While the ghost is alive Mordekaiser would gain a small percentage of the following stats from that champion (smaller than current stat sharing ratios because of how powerful the full ultimate will be). AD, AP, Health, Magic Resistance, and Armor (this will make it so that if Mordekaiser marks a tank he will be harder to kill but have less damage increase or more damage but less tanky increase if he marks a carry). Furthermore if Mordekaiser is killed while the ghost is alive he will resurrect with a small amount of health, during the resurrection Mordekaiser will be unable to move (this is the reason for the decreased stat sharing. It makes Mordekaiser tankier, but is fair because if his ghost dies first Mordekaiser will not get a resurrection. And still has a big impact as a split pusher without being countered by a 50 gold item or being forced to kill his target first). Naturally considering the power of this ultimate it would have a long cooldown. Hell if this made his resurrection temporary instead of permanent like Yoricks old ultimate I would still be happy.
Overview -
These changes keep Mordekaiser more in line with his identity as an unstoppable soul stealing Warlord and also his identity as a split pushing top lane Juggernaut. By lowering his damage, increasing his survivability and his sticking power without increasing mobility gives Mordekaiser a true Juggernaut vibe. And his abilities stay roughly the same while being ability based instead of auto-attacked based.
