Idea for True Damage Fix That MAY Be Interesting

True Damage Mechanic:

True Damage Deals X damage total, then has has a cooldown of Y, before it can do damage again.

Example: Auto attack does % as true damage, when % total damage is 500, true damage stops applying going on cooldown for 5 seconds. After 5 seconds, true damage then does % damage of total damage again until 500 true damage has been applied.

I think something like this would be perfect for Leagues current meta, because you have true damage champions that will literally shred anyone e.g Vayne or Nasus and there is no counter play outside of building health (if you're a tank) and even then, if you're playing against Vayne especially there are items that counter high health champions but nothing that counters true damage. I don't mind having true damage in the game personally, but I do think that there should be a rock paper scissors for the mechanic just like how there is one for every other mechanic in the game.

Also I'm not singling out any champion for true damage I just used vayne and nasus as examples.

This would also open up mechanics with champions passives that apply true damage to be a bit more unique and have different styles of what effects can happen based on what event occurs as well.

I'd like to hear other's input on this and any ideas that others have had in regards to true damage.

Nasus doesn't have true dmg and vayne is countered by her low range. Sure true dmg can be annoying but its just a mechanic in the game that isn't really that broken at the moment. Also a rock apper scissors mechanic isn't always fun but it usually is fair such as Vayne counters Mundo, Mundo counters Caitlyn(Idk if he does), and Caitlyn counters Vayne. The true dmg idea seems cool but I don't believe we need to change true dmg.
