Practice Tool Addition

Hi all, I think it would make sense if we were able to level up and deck out the enemy AI with items so that when you have your champion all leveled up and full build you dont just go and 1 shot the enemy AI with 1 ability. Also, being able to change the match time to a specific time instead of just fast forwarding in increments would be great, I want to see what my home guard looks like on some of my skins and I also want to be able to fight baron, which I dont think you're able to spawn as of right now.
