My take on Aurelion Sol/Ao Shin's ultimate

When Ao Shin was originally announced, I always thought of an ultimate which could fit a uhh, 'spiraling dragon' but now that Aurelion Sol is out and star themed, my 'flying wind themed' ultimate idea now seems unthematic, but in all honesty I feel it's far better, intriguing and innovative than what Riot has done with a long ranged thick Xerath Q with a limited knockback. Note that I thought of this ages ago, I just came to NA so I wanted to see what you guys think of it.

So basically remember that this idea was for a magical wind themed snaking spiraling dragon, not a star/celestial themed dragon. And lets just call him 'Ao Shin' for now as a placeholder for a name.

R - Hurricane Maelstrom

Ao Shin flies in a large circle around him in a clockwise (or anti-clockwise) direction, summoning a violent hurricane, rotating every enemy champion caught in the hurricane by 180 degrees and dealing damage.

So imagine an Orianna ultimate but rotating rather than pulling in (and it's around him). So in a sense it's a huge AoE CC ability which has a damage penalty, decreasing by 5% per enemy champion caught above 2 (100%, 95%, 90%, 85%, 80% damage per 1/2/3/4/5 enemies caught) to avoid it being too over-damaging. In a way this entirely (literally) turns teamfights around as an initiation; placing the enemy 'backliner' in front of your team and the tanky 'front liners' behind the squishy carries so your team has a chance to catch out the squishy carries upfront rather than needing to intercept tanky (probably CC heavy) front liners.

So what do you guys think? Something tells me that the utility side of the ultimate is potent enough of an ability for it not to need damage, but overall it is an utility focused ability. Due to the effect, the size of the ultimate will be as big as a Talon ultimate (which I know seems huge but that's the only way to make the rotation matter).

Opinions?

How does he fly in a circle around himself? Shouldn't it just be he flies in a circle? He cant be in the middle and fly around himself at the same time
