The closest Demacia is likely to get thematically to an assassin, outside of a Demacian traitor, is Vayne.
That said I could see something that is mechanically an assassin, while thematically closer to an inquisitor.
Demacia barely allows lux to have her magic. They sure as hell wouldn't stoop down to noxian level and have an assassin in their mits
