Viktor starts each game with an exclusive Prototype Hex Core item Prototype Hex Core, which permanently occupies one of his item slots. For some additional gold, Viktor can upgrade his Hex Core to increase its bonuses and grant him one Evolution point, which he can use to augment one of his basic abilities. Once he augments all of his basic abilities, Viktor automatically augments his ultimate ability, Chaos Storm Chaos Storm.

Just a couple of problems i have with this:

  • The final mission should probably fall into a similar pattern as previous champion-specific missions. Something along the lines of this: "Win a game while on a team that has a Viktor and Blitzcrank on it." But even then that's still an issue, because it requires you to win the match with TWO specific champions present on YOUR team for it to count. Neither of those requirements have ever been part of a mission on their own, let alone together.

  • The "attachment" change to Viktor's ult would make it broken with enough AP and Magic Penetration, as the opponent couldn't avoid any damage without a spell-shield or Zhonya's effect. Take this calculation as an example:

Assume 300 AP against an opponent with 0 MR (just for the sake of calculations). At rank 3, you're looking at 250+150=400 as the initial damage, which on it's own isn't anything to worry about. But add on the tick damage and you have 400 + ((350 + 300 x 70%) x 3). That comes out to 2,080 total magic damage.

While it IS assuming no MR is present on the enemy (which is impossible), it also assumes that Viktor ONLY has 300 AP. Change it to 700 (which is much more realistic late game) and you're looking at almost 3000 damage --2920 to be specific-- BEFORE mitigation, and then there's also Magic Penetration which will REDUCE the mitigation. Plop that sucker onto a squishy, and they aren't surviving without a spell-shield or Zhonya's. Against most non-tanks, it's a guaranteed kill no matter what health they're at, practically an extended execution at that point. This kind of damage is WHY it has to be a manually-directed ability.

I know I'm ratting on it a lot, but everything else here looks pretty solid. I'm liking the skin a lot, too, but the icon could use a little touching up. I understand what you're going for with it, but make the colors a little more vibrant, maybe increase the contrast slightly, and most will be able to tell in an instant that it's supposed to be Viktor working on Blitz.
