Problem with Champions

Its really annoying to see same champions in every game ( Yasuo , MasterYi ,Zed,Katarina ,LeeSin ...). I am playing LoL constantly from 2016 and i have seen max 2 times someone playing: Skarner ,AurelionSol , Elise , before Urgot and Yorick rework i never seen them in a game. Isnt that sad? I have recommendations: -At free champion give more champions which are rarely played. -To the new League of Legends players place them rarely played champions -Give more skins for rarely played champion which would maybe give them new players

Skins are one way of bringing a champiom back to being irellevant again, but I think it also depends on a champions balance and popularity. Or simply because some champions are berter off in different types of elo's. I mean, who would pick Kayle or Urgot, in higher elo's and pick Irelia/Camille in lower elo's?
