Champ Skill Level in Ranked

Can Riot add a function where people can only play champs they either have an S with or at least mastery 5 with? I'm having way too much trouble with people doing first time champs in ranked, and it's honestly becoming tiring on trying to win those types of games. If Riot cannot implement this, can they at least implement a report for a "first time playing the champ" in ranked?
