New Character Idea: Tabula Rasa
Tabula Rasa means 'blank slate', an empty canvas.
First off, we will have an 'Average' Champion. Which means by Base Stats they will be completely average. Their Starting Stats and their Leveling Stats would be an Average of the current Champion Pool. In this way you won't have super high Base Stats or an insane Scaling make the Champion OP, as we want this clean slate to be a creation over time that proves the value of the player. This does mean the Champion would, by it's nature, be Hybrid... having AD and AP Scaling per Level naturally.
Also, the Champion would be Melee. Being Ranged on Basic Attacks could lead to the Champion becoming to powerful, although I am open to arguments of a Short Range... less than a Level 1 Tristana to force the Champion to get close if they want to use Basic Attacks.
Next I would like to discuss the Passive. I don't have a catchy name for it, and am open to suggestions. For now, I call it Boon or Bust.
Passive: Boon or Bust.
Upon earning an Assist, each Team Mate will receive 25 Gold. Upon earning a Kill each Team Mate will receive 50 Gold. (Team Mates only, NOT your Champion... so you get 5 Assists on that Ace, 125 Gold to each Team Mate, but you get no bonus. You get a Penta Kill, 250 Gold for each Team Mate, but again you only get the regular Gold you'd have been awarded, no Passive for you).
Boom or Bust would be a Team Benefit Passive... at least the Boon part. A really good Support could be feeding their Team extra Gold, or an ace Carry could be helping their team that is behind with waves of Gold. It makes both picking off solo targets on your own viable (if you build for that) as well as setting up your Team for tons of Assists in Team Fights (if you built for that).
Now for the Bust.
Dying to an Enemy results in Each Enemy Champion getting 100 Gold.
So, you go in all Boss... Penta Kill... the Best Boon would be worth 1,000 Global Gold (250 on each of your Team Mates)... but EVERY Death grants 500 Global Gold to the Enemy. The Lowest Boon would be 1 Assist... granting 100 Global Gold to your team (25 on each Team Mate).
Now with Boon or Bust being explained, let's move into Abilities (where we should really blow some minds).
Abilities:
At Level 1 you have One Ability, no choice. And it's your R. Doppleganger.
With Doppleganger, you start to place things on your blank slate. It takes a bit to work, but this is how you choose what your Champion is.
Selecting R will bring up a Range Circle, and you can select any Champion in that Range. Point and Click. Now that they are selected, you will click the Ability of theirs you desire. Ezreal Q, for instance. Now you select where you want Ezreal's Q to be placed on your bar, Q, W or E. All that is left is to get a Basic Attack on them to acquire the Ability.
You can do this for your Q, W and E.
Now, an important note here... you only have 3 Abilities. So we are giving your R a Passive to it that Scales. At 1, you get a 5% Bonus to all Stats. At Level 7 (not 6) you get a 10% Bonus to All Stats. And at Level 16 you get a 15% Bonus to All Stats. That's AD, AP, HP, Move Speed, Attack Speed.
Through Doppleganger you will take on the Abilities of the Enemy Team (can not be used on Team Mates). It is up to you to decide which Abilities the Enemy has that you want to craft yourself out of. This DOES include (making up for only having 3 actual Abilities) the idea of taking 3 Ults... but you have to live with that Cool Down Hell when you blow all 3.
You can also us Doppleganger to drop an Ability you no longer want, at half the Cool Down... perhaps you are about to shift to team fights and feel you can take a better one? But now you have 1 Less Ability FOR that Team Fight until you get that steal.
It's all about Risk/Reward here.
Do you take an Ability every chance you get, even if it means a simple mimic of your Lane Opponent? Or do you hold off for just the right mix? Is it worth staying under a Turret you can't defend so you can steal an Ability (say, the Ganking Jungler has something nice) to offset the cost of your Death, so you come back stronger? Or better to play passive, even if it puts you an Ability behind, until you can get the steal cleanly?
The Combinations could be insane. Of course, you could also take 3 Abilities that have no business going together and really screw up... Boon or Bust, right? Blank Slate, it's YOUR creation.
Okay, so here is the major draw back to my design so far that I need help with. The Resource. Most use Mana... but we have Rage and Energy as well. Not sure how to deal with those Abilities that don't use Mana.

So here I ask... create your Enemy Team and tell me what 3 Abilities you steal. Since you only have 3 and everyone else has 4 (your Ult is basically just a Stat Passive outside of acquiring the Abilities) they need to really work well together.
I have a dream of a Late Game Demon. Sion's Ability to stack Health, Nasus ability to stack Q for Basic Attacks, and Veigar's Q to stack infinite AP.
However, I can't help but look at having Ashe's Crystalline Arrow with Jinx's Rocket and Karthus Ult. BWAHAHAHAHA!
