Can we have a Champ who can force enemies to attack each other?

Basically would a champ that can force Champions to attack each other be op? could be through any number of ways, a stranded hit champ x number of times and effect happens, land a certain number of abilities, or maybe it's tied to his ult. How would you guys go about this idea? And would this be too oppressive for a champ to have since it could basically mean a 4v6 for the enemy team for a few seconds.
