Name: Velkin Role: Assassin/Marksman Cost: 3100 IP

Abilities

Passive: Whenever Velkin morphs his shadow blade, he gains 15/15.5/16/16.5/17 bonus attack speed for 3 seconds, and allies within range (600) gain 10/11/12/12.5/13 bonus movement speed for 2 seconds. (Velkins attacks are melee by defualt) cooldown: 15/13/12/10/7 seconds

Q: Swordsmanship- Velkin morphs his shadow blade into a longsword. When he is in swordsmanship mode, he gains 5/5.5/6/6.5/7% bonus attack damage and 5% bonus armor. Allies near him get a 5/5.5/6/6.5/7% attack speed increase for 5 seconds cooldown: 15/12/11/10/8 seconds

W: Marksmanship- Velkin morphs his shadow blade into a long bow and his attacks become ranged. He gains 5/5.5/6/6.5/7% bonus attack speed and armor. Allies near him get a 5/5.5/6/6.5/8% attack damage increase for 5 seconds. cooldown: 10/9/8/7/6 seconds

E: Mastery- Velkin becomes skilled in wielding the shadow blade, automatically removing any swordsmanship/marksmanship activated and returns to melee range. He gains 12% life steal for 3/3.5/4/4.5/5 seconds and his basic attacks deal 10% more damage for 10 seconds. Allied champions gain 15 movement speed. cooldown: 15/13/12/10/7 seconds

R: Final Form- Velkin morphs his shadow blade into its strongest for, a blood reaper. His attacks gain the range of marksmanship, and cause enemies to bleed and lose 10 hp over 3 seconds. Bleed can stack upto 3 times. He gains 15% ability cooldown reduction for 15 seconds, and his attacks deal 5% more damage. Final Form switches off after 15 seconds. cooldown: 120/100/75 seconds

new champions are 7800 ip then brought down to 6300 ip FYI
