I will post his abilities here and if I get enough upvotes I will add lore and champion design later! UPDATE: I have reduced the scaling of all his abilities by a rough 10-15%, I will be later adding base stats and stat growth!

PASSIVE – Battlescarred: After taking damage from any source, regenerate a shield worth 15/25/35% of damage taken over 5 seconds. This is doubled against monsters and minions.

Q – Wrath: FIRST CAST: Ien throws his lance in a straight line dealing 55/75/95/115/135 (+30% Attack Damage), impaling the first champion or large monster hit. SECOND CAST: If the lance hits a champion or large monster, Ien can recast this ability to charge to the target with the lance, knocking back enemies in his way and dealing 65/90/105/130/150 (+35% Attack Damage) in an area. Deals 125% damage to monsters.

W – Decimate: Ien pierces target enemy and launches them over his head, dealing 50/65/80/95/110 (+40% Attack damage) and slowing enemies in an area for 35/40/45/50/55% for 1.5 seconds. Deals 45 bonus damage to monsters and minions.

E- Malicious Intent: PASSIVE: Whenever Ien hits a target with an attack or basic ability, give them a stack of Malice. Malice stacks slowly decay over time. ACTIVE: Ien targets enemies around him with at least one stack of Malice, stomping the ground and sending spears of earth from under them, knocking them up and dealing damage based on their stacks. 0.3/0.6/1.0 seconds of knock up time, 35/45/55/65/75 per stack (+35% Attack Damage). Deals 25% max health damage to monsters at 3 stacks.

R – Demise of the King: Ien channels for 0.3 seconds and becomes the living embodiment of wrath, gaining 35/45/55 attack damage for 5 seconds and 30/35/40% movement speed that decays over 3 seconds. Ien can then cast this ability again to implode, dealing damage 25/40/55% of missing health.

Hey man really cool idea! Just a few damage problems that scale way too hard for him to be a fair match up against. Assuming he is a bruiser from his passive and since his base stats are not given ill just use ballpark estimates with another bruiser champion. I feel as though the AD percentages are pretty high considering he would most likely be played top lane and or jungle. Lets say at level 6 his stats are like another bruiser (Illaoi) for example purposes since his base stats are not yet out. So level 6 he would have a base AD of 87.7 plus add a Doran's Blade to make it 87.7 + 8 = 95.7 AD already at level 6. We also haven't taken runes/masteries into consideration yet so lets assume that a Ien would take Domination and then Resolve as a secondary. Gaining 11 more AD on top of the 95.7 already there. This means level 6 with only a Doran's Blade this Ien will have 106.7 AD not considering backing or buying a Phage with enough farm yet. So if Ien were to ult trying to get a kill to get ahead in lane he would gain 35 ad leaving him with 141.7 at level 6 and also gaining 30% movement speed. Again I will use Illaoi's stats as an example so, 340 * .30 = 102. 340 + 102 is 442 movement speed level 6 and since the movement speed does not decay that is quite a problem but it is just an idea so not that important yet. My main concern is the ad scaling percentages so at level 6 this Ien will have 141.7 AD with only a Doran's Ring with 442 movement speed after ult cast Meaning his q will do (assuming he put 3 points into it) 95 + 55% of 141.7 equaling 172.9 damage on first cast and then second cast dealing 105 + 65% of 141.7 equaling 197.105. If Ien casts ult and then lands his q onto the laner he would do a total of 172.9 plus 197.105 ASSUMING he recasts the ability for a whopping total of 370 damage. That is just from his q alone which also charges him to the champion leaving room for him to w as well. And after Ien would knock them up he has enough time to knock them up again with E stacks doing even more damage which would allow him to cast ult again to deal 30% missing health. I think Ien is a really cool idea, just needs AD scaling to be nerfed to make it a more fair approach in lane. Since he is a Bruiser as you stated he should do damage but not burst assassin damage. Other than that awesome idea man, keep it up!

Actually in my opinion he has way too low scalings (or base damage take your pick) to be a bruiser maybe if one of the skills has a low enough cooldown he also has lots of cc making him seem less like a bruiser and more like a tank.
