Earning and Buying Keys
Will there ever be a system where we can buy key fragments using IP?

I doubt it. The people who have boxes but not keys probably tend to be the same people who play a lot. These people are also more likely to spend money. The box being there makes you think about what you could get once you get a key, taking whether or not you will get it out of the equation. The only question is if you will wait for a key or buy one
