Minion Block OP. A proposed solution: Shove Minions/Units Ability

I have seen too many moments where someone is trying to escape a death, chase down an easy kill, or even just try to get around a lane and then the most OP minion block happens. Champion movement seizes to be a thing, and they get stuck in place longer than any Morgana Q I've ever seen.

I think anyone would agree that most of the time going around minions/units isn't a huge deal. The delay for going around something is small and it's understandable, it's for realism, you gotta walk around something that's there. I understand you can buy items like Phantom Dancer item 3046, or play Fizz Fizz and this problem would be gone. However, I don't think the key thing that Phantom Dancer and Fizz's passive are trying to cure are million year minion blocks from happening; I think the main thing that walking through units is trying to provide is that you get an edge by cutting out those small delays and running down someone is faster, or getting away is a lot simpler.

A solution I propose is a universal ability that allows a small "shove" to nearby units besides champions and epic monsters (large monsters like blue buff, red buff, and the main jungle camp monsters idk about, but can be discussed). I get that if this shove ability had a small cool down, spamming this shove ability would cause problems, and people who buy Phantom Dancer, and our little sea friend, Fizz Fizz would be upset because now everyone would get something that they once had only for themselves: no unit collision. To prevent people from spamming shove, and to keep everyone from having a free no unit collision perk: shoving could be a once a game ability like stopwatch item 2420 (except not upgrade-able and not fixable), it can have a long cool down, it could have a self slow when you use it, or it could even be a combination them (long cool down with self slow) or whatever.

Think about it: a shove could be used for some other tactical use besides plainly getting minions out of the way. If a certain ranged champ like Jayce Jayce needed only one minion that's near him out of the way for a skillshot like his Q, he could use the small shove and get that one darn minion out of the way from preventing his kill. If a support character saw that a skill-shot was coming in to kill their adc, they could shove a minion in the way of the ability to save their adc's life!

Okay, going back to the main point: all I'm saying is that minion blocks that cause someone to get stuck shouldn't be a thing. If you can figure out a different solution, please, tell me your ideas.
