Editing Runes and Masteries in Web Page/Mobile App

Only until I am in champ select I realize that my masteries, and especially my runes could be better, but ya know they aren't bad, they're good, they just could improve, so I play with them. When I'm out and about with down time and I get on my phone to do whatever to kill time, I realize how great it would be if I had a way to hop onto the League Chat App or get on the League of Legends website, sign in and edit my runes and masteries for optimal gameplay when I get home. Runes and Masteries don't seem like extremely complicated systems where it's impossible to put them onto mobile devices or on a web browser where I can edit them for my account. It would be great help if they could be accessed this way, and not just only through the main League of Legends client. I don't want to spend the 30 min that could have been used to play a game on the busy work it is to think and get all my runes and masteries in their tip top shape.
