Cuino, the Celestial Soldier.

Lore: Cuino is an incarnation of a celestial body to fight for the cosmos. Once a planet, Cuino was brought to life for that sole purpose. He nows guards the cosmos in his new form. For unknown reasons he has visited Runeterra.

Abilities: Cuino is a melee champion.

Passive: 1st passive: Orbital Moon: A small moon orbits Cuino, and blocks non-ultimate projectiles that hit it directly. 2nd passive: Gravity: For each enemy unit around, you gain a stack of Gravity. Every stack slows nearby enemy champion by 3%.

Q: Meteorite: Creates a shadow over a location that enemies can see. After 0.6 seconds a meteorite falls down and deals 60/75/90/105/120 +60% AP + physical damage to all enemies hit. It leaves a crater that slows only enemies hit by 10/15/20/25/30%. Cooldown: 13/12/11/10/9 seconds. Mana cost: 45/55/65/75/85 mana.

W: Asteroid Field: Creates a decently sized asteroid field over a location for 10 seconds, slowing enemies who walk through by 30/36/42/48/54%. Asteroids float inside, and deal 100/110/120/130/150 + 70% AP magic damage to enemies if they collide. Enemies can avoid the asteroids, however. Cooldown: 22/21/20/19/18 seconds after field disappears. Mana cost: 80/85/90/95/100 mana.

E: Star: Creates a star at a target location for 2 minutes that grants vision. For 7 seconds after casting Star you may cast Shooting Star to shoot the Star in a direction to a location. If the Star goes through you, you will follow it to its destination. The Shooting Star will deal 100/115/130/145/160 +60% AP magic damage/ Cooldown: 17/16/15/14/13 seconds. Mana cost: 60/70/80/90/100.

R: Supernova: Targets a Star, and after 1 second destroys the Star and causes a massive explosion that deals 200/300/400 +100% AP magic damage to all enemies hit. Cooldown; 85/76/67 seconds.

So a few points: 1: You don't have to keep everything in paragraph form, it feels very clustered. 2: The first part of the passive is probably too strong and unreliable, the second part seems rather weak. 3% slow means you reduce their speed by around 10 per person, which is rather laughable. 3: If he is AP, you should remove the AD ratio on Q. It makes no sense. 4: The W's scaling damage seems miniscule, and would result in being maxed last every time. Also, the last rank jumps from 130 to 150 damage. 5: The shooting star for E could be allowed to do damage. I don't think a star colliding with someone will tickle. 6: Again, the AD ratio out of nowhere on the R. You could also increase the damage but make it do less damage as you get further away from the blast.

You put some effort, but maybe a little more and you'd be set. Seems sound enough of a concept, but could use some work/explanation.
