Kyre, the Swordcerer

Lore: As a child, Kyre loved both of his parents. His father taught him about making weapons, and his mother taught him magic. Even though he loved his parents, they didn't love each other. It seemed as if the only reason they came together was to hate each other. In Kyre's early years they managed to deal with each other, but when Kyre was twelve years old they threatened to divorce. Kyre didn't want this to happen, so he thought of ways to keep them together.

      He combined what his father had taught him with what his mother had and created something called Swordcery. It was a kind of magic that manipulated magical swords. His father made weapons and armor, and Kyre practiced it whenever his father left to sell them. He never knew where or who his father sold them to, but he never questioned. His father made good money, so he was content with it. He didn't see his mother as much, so he practiced endlessly. By the time he was thirteen he had completely mastered it. It did bother him slightly that he had to master his own creation.

     Kyre gathered his parents together in one spot exactly in the center in between their two houses. He revealed his creation to his parents and told them its purpose. His parents became emotional upon seeing it. His mother broke into tears of joy and they all hugged each other. Then a cloud of smoke filled the air, and when it cleared, his mother lay there bleeding. His father stared at him with wide eyes. Kyre didn't know what happened. His mother looked up at him, terror in her eyes,betrayal. Kyre's father yelled at him to leave. Kyre stood there confused, then turned and fled as far as he could.

     Kyre is now wanted by many from his hometown. He has been pursued by the fiercest of hunters. Whenever they find him, they are found later injured severely. Kyre is now a targeted criminal wanted by many. 

  "Swords will tell you things. Either 'You're dead' or the truth."

Abilities:(Kyre is melee)

Passive: Swordcery: Every 7 seconds you ready a Sword. Your basic attacks deal 5 bonus true damage (max 50) for each Sword you have.You cannot ready Swords before 1:30 in the game (when minions spawn). Swords are used in everything you do. The maximum Swords you can have is 10 + lvl, except for lvls 6,11, and 16 (max 25)

Q: Sword Shot: Throws a Sword in a direction, dealing 30/40/50/60/70 +60% AD physical damage to the first enemy hit. Swords thrown can intercept incoming projectiles if used properly. This ability has a short cooldown and can be activated multiple times at once. Cooldown: 2/1.5/1.25/1/0.75 seconds. Cost: 1 Sword.

W: Sword Dance: Channels for 0.75 seconds, then at the end grants you +20/25/30/35/40% movement speed and +20/25/30/35/40% attack speed for 4 seconds. 4 Swords will point outward from you, and will launch themselves at the next four enemy champions that were to damage you, dealing 40/50/60/70/80 +30% of damage dealt magic dmg to them. Cooldown: 16/15.25/14.5/13.75/13 seconds. Cost: 4 Swords.

E: Swift Sword: Passively, whenever your Sword Shot hits an enemy, they will be marked with a Sword for 10 seconds. You may activate this ability to dash to a nearby marked enemy. Upon arrival, you remove the mark from them and gain +5/10/15/20/25 movement speed for 1.5 seconds as well as gaining the Sword back. (Remember this is literal movement speed, like from boots) Cooldown: 12/11/10/9/8 seconds. Cost:None

R: Sword Storm: Sacrifices a portion of your health, then turns into an invulnerable and untargetable maelstrom of hundreds of Swords, then you surround a target, following them wherever you go and dealing 15/30/45 +5% AD true damage to the target and enemies around them each second for 7 seconds. Cooldown: 155/134/123 seconds after storm ends. Cost: 30% Current health.

You've come up with an interesting resource system and some cool mechanics. While I would suggest overhauling the lore (you're not a writer, are you), the mechanics and resource management make Kyre a pretty neat character. A few changes that I think need to be made: Make the E a free spell. The cooldown is long enough to gate its use and logically speaking you shouldn't need to spend swords to pull of some Lee-Syndrome. In fact, it would be nice if you could regain swords from activating E and jumping in to retrieve the blade, offering some extra reward and advantage for throwing yourself into the fight. However, don't make it a teleport. It's difficult enough trying to dodge the barrage of swords; the enemy shouldn't be totally unable to react when you decide to engage. For clarification, how can Sword Shots block other projectiles? Does it break if it hits another breakable skillshot? Can you block Nidalee spears, Ezreal shots, Jinx zaps? How does this mechanic work? Whatever it does, it should not block auto attacks or ultimate abilities. That would be ridiculous, considering the low cooldown. Specify whether you want Kyre to be a fighter or mage. Considering the nature of his power and signature spam ability, Q, as well as his kind of juvenile background (assuming he's still the prodigious kid he was), I would think he might be a bit squishier and less of a bruiser. While his Q feels like a mage ability, kind of like Ezreal Q, but his W feels like a bruiser ability, and all of a sudden you have the same problem as Diana. His scalings are all over the place too, and he deals both magic and physical damage. Understand exactly what role or purpose you want Kyre to fill. If you want him to be more of a mage, I'd suggest removing the W and replacing it with an ability that offers some form of cc or protection, as the current spell fits an all-in, tanky playstyle. (Maybe a rain of swords, with high sword cost but briefly rooting enemies in the area and allowing Kyre to dash to the area where he rained swords) In the name of all important resource conservation, you could even make Sword Shots pierce minions but stop on champions, preserving the spammable single target damage in teamfights while giving Kyre some form of wave clear. Raise Swift Sword's cooldown so that he is not ridiculously mobile but increase the movement speed bonus to grant him some disengage. If you want him to be more of a bruiser, I'd definitely suggest granting aoe damage on each Sword Shot (upon collision) for increased melee damage. Maybe have his Swift Sword grant a shield upon engaging or deal damage in an area or apply brief cc or something to help him take down priority targets. All in all, you have some interesting mechanics and a cool concept here, but you seem to be lost about what kind of champion you want to make him.
