My Idea of an Ashe rework. Mostly focusing on her Q and her Passive.

Passive: Focus Ashe gains 1 / 2 / 3 Focus stacks per second. When she didn't attack for the last 3 seconds, she gains 2/4/6 stacks per second. At 100 stacks, Ashe will critically strike on her next basic attack. Thereafter, Focus stacks will reset to an amount equal to her critical strike chance.

Changes: Ashe will now gain stacks when attacking that increase when she didn't attack for 3 seconds.

Q: Frostburn Mana Cost: 40/45/50/55/60 Mana Cooldown: 8/7/6/5/4 seconds Passive: Volley slows for 15/20/25/30/35% for 2 seconds.

Active: Ashe enchants her next 3 basic attacks with ice, causing them to apply frostburn. Frostburn causes the enemy to be slowed and take magic damage over time for 2 seconds. Bonus magic damage: 20/40/60/80/100 (+100% Crit chance) (+10% Attack Damage) Slow: 15/20/25/30/35%

Changes: Everything

W: Volley Mana Cost: 60 Mana Cooldown: 12/10/8/6/4 Fires arrows in a cone, dealing physical damage. Volley can critically strike dealing 150% of the regular damage. Physical Damage: 40/50/60/70/80 (+100% Attack Damage)

Changes: Cooldown 16/13/10/7/4 -> 12/10/8/6/4 Can crit.

E: Hawkshot Cooldown: 60/55/50/45/40 seconds Passive: Ashe gains 3 bonus gold each time she kills a unit or destroys a structure. If the killing blow was critical the amount of gold is doubled.

Active: Ashe animates a hawk to scout for her, granting sight for 2 seconds as it flies towards a target location. Hawkshot reveals the target location for 5 seconds when it reaches its destination. The sight extends into brushes.

Changes: Passive gold is doubled if the killing blow was a critical hit

R: Enchanted Crystal Arrow Mana Cost: 100 Mana Cooldown: 100/90/80 seconds Ashe fires a giant arrow in a straight line. If it hits an enemy champion, it will deal magic damage and stun that champion. Duration is based on the distance the arrow traveled. Additionally, enemies near the impact take half the damage and are slowed by 50% for 3 seconds. Magic damage: 250/425/600 (+ 100% AP)

Her Q is what makes the champion. Her utility is tied to her kiting ability. This fundamentally changes ashe to something else. I vote no to the Q change.

Honestly her Passive is outdated and the permaslow on Q needs to be removed. Not because it's too powerful, but because it's her only method of self-peel and mobility creep has caused it to become obselete. Everyone has a dash now which makes her self-peel pretty worthless. She's outclassed in dueling, scaling, and teamfights. The only reason she's not completely unviable is her ult.

I'd honestly be ok with a stacking debuff on Q that has a lower slow amount, but after a few hits (3-4) prevents a target from dashing or blinking. That would be an interesting way to keep her relevant, reduce the permaslow problem against targets who don't have dashes, and reduce the obsolescence of permaslow in the League of Dashes and Blinks
