Quinn Q doesn't fog Dominion's Ring

So, I noticed that when playing against Quinn in Dominion, it doesn't turn the ring in dominion into fog of war. https://pbs.twimg.com/media/CWc_0kzW4AAAVle.png Ally vision still turns into fog of war though!
