Disable chat

With the addition to special pings, why has Riot not implemented an option to disable chat completely? I find it is a very Distracting and it is the main reason people hate on one another in game. I have experienced a chat limiter(yes i had a bad game and got upset), and my god, i honestly prefer the limiter over no limit because it keeps me focused on other things when i have no more chats left. People waste too much time in chat when a ping is far superior quicker and easier.

Anyone else have any thoughts? Let me clarify, I am talking about a setting in the options not punishments.
