Has huge mana issues early game, to the point where it's crippling. His auto attacks on soldiers hesitate to attack on occasion and his range to make them auto should be increased by a small amount.

Agree to this entirely. But I also think that if an enemy champion is in range of a soldier, they should attack without him telling them to. Similar to
turrets.
Would he be able to choose which target it attacks? This is good and bad, choice of target but loses his own auto by telling sand soldiers to autoattack. I am not sure how they would do this besides hitting ALT to have soldiers attack without losing auto. But that's a huge pain. His mana is the biggest issue for me, anyone can poke Azir out of lane or sustain longer than him. Pre level 9 he is near useless, besides a distraction.
