Fanart?

So over the past few years splash arts and fan art has gotten way better. I have been really interested in how the process goes to make awesome art. Id like to get into doing some fan art myself. I know it won't be as good as what riot or other people are doing but does anyone have any info on where to start my journey into this? What programs I need and how to start designing things. Anything would be appreciated. Thanks :)
