What about a champion that can stop time?
so there's what I thought about a skill, it have like 1-1.5s charge, then stops time for 3 seconds, during that period no ally or enemy can move, this effect can't be prevented by statis or spellshields and neither cleansed. During that period you can't attack, but can pre-cast spells which will be casted in the place you pre-casted them when everyone can move again. During time stop cooldowns do not decreases. Traveling a certain distance (i'd say like 1000) from the one you cast the spell will force the ability to end, putting it on cooldown.
And to make things more fairly all of champion skills should be dodgeable, so he can't oneshot you after pressing R and cast everything on you.
