I'm pretty sure that RIOT never said that
They never gave any dates (specific or general) about Ao Shin. The most that they said (I think) was early 2016 at best.
They currently experience issues with animating his long, serpent-like body- They want it to have a unique flow to it, but they claim that the technology isn't there yet™. All in good time- They don't wanna rush him. :P
