Just a General easy fix
So this is short and sweet...when a friend gets lower priority queue please allow the person not on leavebuster to have access to friendslist and messaging during this time?

If so then people who have chat restriction should be limited to messaging their friends? I think not
. People shouldn't be further punished for leaverbuster other than the punishment itself. I know and have experienced having the internet shut off, modem acting up, real life matters to attend urgently, etcs...
Then simply don't play with the person who is dealing with the "garbage"...
It restricts the player from dodging queues, afk'ing in the pre-queue and really prevents someone if they happen to not pay attention and or possibly trolling queues from doing such... That's some of the REASONS why Riot implemented this idea.
Want to solve it? Just don't play with your friends then. Period.
