To elaborate, imagine that you are a computer programmer. Now imagine that every time you test your code, there is a 5% chance that you lose all the code you have written up to that point.
You obviously can't test your code every time you would like to: doing so would pretty much guarantee you're going to lose all your work. So right away are at a disadvantage, because you can't really use all the tools available to you. At some point, however, you will be forced to test your code because it will be absolutely critical that you do so. And so you run the risk of losing everything right at the most important time.
That's the sort of situation you're trying to put a League player in. What is most likely to occur is that players will simply avoid using mobility tools in any situation that is not absolutely critical. This isn't any fun for the player, because they lose access to a fun part of their characters kit, and potentially a lot of damage. Even worse, because the only use the abilities in situations where they absolutely need that affect to survive or win, the times when it fails on them will feel even worse than they would otherwise, because the player will have more at stake.
