With all the shields from spells and items can we get a champion that counters them

You want a champion that counters a counter ? Sounds too specific as he would be reliant on his enemies having and building shields for his max potential.

rather he would be stronger with enemies shields like negating them or smth

But you always have to balance for the best scenario, if you have a champion that can practically negate one of the abilities of an enemy champion he has to be balanced around that and therefore be weaker against champions that don't have shields. Same problem as old MF W.

yeah but shields need to be addresed atm you have ivern now with one of the best 3 win rates i think and he is all about shielding and gets so much from masteries and items makes 1200 hp champ to 3000 with 2 clicks

Champions like Nautilus or Sion are rather reliant on their shields so this would just screw them up. Just reducing some of Iverns shield would have the same effect without screwing up all other shield champions.
