Easier way to level up a smurf

Since the first post wasnt all that good i decided to make another on with ideas from the comments so here is the idea:

----- Get the account to Level 30 ----- Thoose are the Ideas on how to make it easier to get to level 30 when you already got an account on levle 30:

When you reach Level 30, you can go to your account settings and Generate a code. This code can only be generated once per month and can only be used once on a fresh and new account. What it does is, it gives you and IP and XP boost for a period of Time (maybe a Month?) and it also links the new account to the account where you generated the key (will be explained later).

When you reach Level 30, you can go to your account settings an create a new account there. The new account will be Level 30 instantly (with a fixed amount of IP like 100k for runes, and champions). You can only create 1 Account per x months (maybe per 3 Months?) and the new account will be linked to your old one (will be explained later).

The idea would be very easy, every new account would be linked to your old one. Since all the accounts are linked you will only need 1 Username for all of the accounts (you could have multiple Passwords for better security, like on password to access the accounts and another password to login to the accounts). So when you login with your account you will see a dropdownlist with all your accounts, now you select the account you want to play on (and maybe enter the password). There could even be an option inside the client where you can easy switch between your accounts without restarting the whole client.

Now for the Punishments. if you still share your accounts with someone, and you both play at the same time, you will get punished on all your accounts since its easy to find out. other Punishments like, chat restriction, ranked ban etc will also effect all of your accounts, this way people could be more carefull when they start to flame or run it down mid because it will effect all of their accounts instead of just 1.

Something else that could be done with this system (and i know riot would never do this because it wouldnt give money) would be skin/champ sharing. so all of your accounts have all of your skins and champs, this way more people would use this feature , because it would be nice to not have to buy your favorite skin/champ on every new account. Maybe this feature could be implemented by buying it for like 10€ or something. like for me i got a shitton of skins so that would add up very nice idk, just a random idea.
