an Idea about ranked play

What would everyone think about a new ELUA for ranked. It would basically state that ranked is held to a higher set of standards and those that don't look to uphold those standards can be removed from ranked play. For instance getting a support that doesn't start with a gold item and builds pure ap and no wards could be someone who could be ranked banned if they keep doing it. Another example might be that top tank you have that refuses to build a lick of tank when everyone else on the team is a squishy. I was thinking a new EULA might get players to try harder and maybe care about improving instead of deeming it just a "game". I mean I understand normal and customs games can't be expected to be perfect but maybe ranked play can have a higher set of standards. How do others feel about this?
