what role/niche does this item fill?

I'd assume it would be for AP tanks/bruisers, at least that's the vibe it gives off.

It is for AP bruisers and AP Assassins like Kassadin or Katarina

A 5% slow doesn't sound noticeable at all, is there one in the game I could compare it to?

It is lasting for 6 seconds, and the cooldown is 6 seconds, so it lasts almost the whole battle.
