Possible Garen rework?

This is my first attempt at something like this so some constructive criticism is appreciated.

So I love Demacia's poster boy quite a bit and not even just for the fun gameplay of being that mega tank spinning top of pain. I love his overall look and feel of being a soldier who stays in the fight no matter what. But looking at his kit, specifically his passive, I feel like there are some parts of him that really don't mesh all that well together. At times, it feels more like Garen will be running away like a coward instead of trying to fight like the hero that the lore puts him as. So this is my attempt to possibly turn Garen into a soldier who really does want to get into the middle of a fight and be the plus ultra tank who soaks up damage.

Passive: Crownguard's Adversity: While in combat, whenever a spell is cast near Garen, Garen gains stacks of adversity. Adversity stacks grant 2/4/6 bonus armor and magic resist based on level. Adversity stacks are lost out of combat.

Q: Shoulder Charge: Garen increases his move speed by 30/35/40/45/50% for 1.5/2/2.5/3/4 seconds and temporarily becomes immune to slows. The first enemy champion he attacks, he knocks back. If target collides with wall, they are stunned for 1.5 secs and take 40/50/60/70/80 (+40% bonus AD) physical damage.

W: Hero's Perseverance: Garen shields himself for 50(+10% bonus health) for 5 seconds. If the shield breaks, Garen will regenerate 5/10/15/20/25% of his maximum health over 8 seconds.

E: Judgement: Unchanged

R: Demacian Justice: Garen strikes down target enemy, dealing 175/300/500 (+ 25/35/50% of Target's missing health) magic damage.

I feel that the new passive would allow Garen to really survive in the middle of a team fight and with the new W, still be able to keep regenerating health without having to leave the fight. I took out the whole Villain passive on his ultimate because honestly, right now it just feels like such a gimmick at times. His Q gives him some CC while letting him have a way to escape by instead knocking back his opponent and retreating. I didn't really change the base stats and tbh, exact numbers I wouldn't really be great at but tell me what you all think of the rework over all.

Do the adversity stacks fall off? Permanent? Max stacks?

Sounds OK

And I'm trying to thing of something, but I can't Riot's probably going to go for larger scale than this, but I think this is just fine, especially if was a hold over until a larger scale rework was implemented.

The W would be excessive, except you took regen as his passive away.

People would complain about how Garen gets Sion ult for a Q. And try to not give him too much mobility because that would cause other problems.
