Ilnish, the Mage Breaker

The newest ADC, Ilnish, the Mage Breaker. He is a kunai wielding damage dealer based around sapping mana from his opponents while still remaining a threat to non-mages. Note: Mana being stolen from opponent does not return to Ilnish, simply is diminished from the opponent.

Passive: Bane of Magi: Every 7th hit does extra magic damage based on missing mana (deals flat bonus damage to minions/neutral monsters). Dealing damage to champions with Psy - Knife counts as a stack for Bane of Magi.

Q: Psy - Knife: (Skill Shot) Ilnish throws a kunai out in a targeted direction. Upon hitting an enemy minion, neutral monster, or enemy champion, the target is marked allowing the Psy - Knife to be controlled a second time and thrown from the marked target (same range and damage dealt). Unsure about the duration of this ability, but I believe it lasting 4-5 seconds is enough time. It's cooldown starts after the mark times out or the second knife is thrown.

W: Mana Sap (not an attack modifier as it shouldn't reset basic attack timer): Ilnish's next two attacks sap mana from the target, dealing extra magic damage. This ability can be utilized with the Psy - Knife ability (Q) causing the Q to have increased damage and steal mana from the enemy champion.

E: Psy - Swap: Allows Ilnish to swap places with his Q's marked target (only enemy minions/basic neutral monsters aka non-champion). If second Q isn't used, upon swapping positions with the marked target, Ilnish is then considered the marked target and is able to throw the second knife from his new position.

R: Mana Implosion (Click enemy champion): Ilnish marks a target enemy champion who's mana depletes a percentage of max mana OR current mana (this would need to be tested and modified as players based on mana (Ryze/Kassadin) would be destroyed, possibly make the mana lost cap at a certain amount) over 3 seconds. The targeted champion experiences mana burn which deals points of damage for every point of mana lost (Similar to Garen's ultimate but mana instead of hp). The target is slowed greatly but diminishes over the three seconds.

Final Notes: Riot's latest releases of champions have introduced mechanics that are very unique to the game thus far (Reksai's tunneling and Sonar, Kalista's movement and Spirit Link/Ultimate, Bard altogether and even Azir's gameplay in general). I tried to come up with a champion with unique mechanics to match this trend, creating Ilnish to be an ADC that is made to take down casters while still retaining his ability to contest other ADCs in lane. The Q and E combination is something I enjoyed coming up with as it really instigates awareness in the laning phase. Find Ilnish's marks and being aware of the kunai location causes for interesting gameplay and strategy as well as the constant threat of Psy - Swap closing the gap on enemy champions.

The mana focus makes this champion almost impossible to balance, as every champion has a different mana pool/regen and there are a lot of champions without mana. The E would be insanely powerful when you mark an enemy champion, but I guess that is an oversight. I really like the Q, but the rest of his kit needs work.

You have a lot of interesting ideas, but I thought I'd just chime in with statements Riot has made on mana stealing earlier. AFAIK, Wit's End used to steal mana way back, but they removed it because it was essentially a non-interactive, uncounterable version of silence (only real instant counter being clarity), so they focused their attention on silences instead. Silences were introduced on champions made to be anti-caster, like LeBlanc, Kassadin and Talon, and all of them had their silences removed because it was too oppressive against mages and casters. Considering that these mechanics are inherently broken in how they hardcounter some champions while barely affecting others, they are difficult to tweak for a healthy distribution of the power budget. As a side note, Caitlyn used to be THE counter to Kassadin (it's still a good match-up for her, but not because of the silence) because mages could hardly do anything to him while ADCs ignored the silence and just destroyed him.

Now I don't want to start a discussion on whether or not there exist other oppressive champions and mechanics in the game at the moment, but this is Riot's stance on inherently oppressive CC.

I also made a champion that has a kit about mama depletion. Check it out of you want: Zolt, The Anti Mana Instead of this champion being an adc, how about midlane assassin so it can better counter mana relient mages? The E Q combo reminds me of a fight scene in the anime Naruto. Do you know what I'm talking about? Minato vs Tobi watch from 2:30 onwards.
