A proposition for an idea for perma bans

First off idk if this should go here or in the player behavior/moderation or what but anyway I think a great deterrent and possible way to make this work is make them write a long sincere apology letter apologizing for what they have done, and promising that they won't do it again. Most people who are toxic would avoid the public humiliation, etc. Make it a one time deal for any account. If they get punished again make it impossible for them to access the account as usual. A lot of toxic players get that attitude that bans aren't their fault, and you could tell mostly if they had (I can't remember the word I think its recovered but whatever) recovered by simply the way they word everything.
