Shes definitely not popular, but that's only because she's shown 0 attention. upvoted.
Its a shame, she has such a cool concept, too... its just she has a weak kit, number-wise that is. i Honestly i think if her passive was buffed and maybe a more defining role she'd be solid. But hey, that's just a silver boy's opinion
(I say more defining role because the rework encourages a damage build but has no sustain for that...)

Lore When a Void Rift opens, the Xer'Sai first emerge, exploring the world near the rift. Rek'Sai was the leader of one of these parties. Rek'sai leads her Xer'Sai throughout the shuriman desert as they try to evolve to fight their fiercest foe, the water.
Passive VOID SCOUT When Rek'sai emerges, she gets a Xer'Sai for each of her abilities on cooldown (Number of Xer'Sai is shown by the secondary bar). Each Xer'Sai has
Health (+ 2% AD) Attack Damage (+ 200% AD) Attack Speed (+ 200% AD) Range 175 Armor (+ 2% AD) Magic Resist (+ 2% AD) Movement Speed (+ 200% AD)
Rek'sai gains x(Number of Xer'Sai) + 1) attack speed.
Q SPIN/ALSO SPIN Underground (Cooldown 15) Rek'Sai dashes 500 units in a direction. Aboveground (Cooldown 5) Rek'Sai Spins, dealing 50/125/200/275/350 (+ 25% AD) damage to enemies within 800 units of her.
W EMERGE/INTO THE SOIL Passive SHEILD OF ROCK When Rek'sai is underground, she gains x 1/1.5/2/2.5/3 armor and magic resist and has a 0 + (1% Movement Speed) chance of becoming untargetable for the duration. Underground (Cooldown 0) Rek'Sai emerges, dealing 100 damage and knocking up all units in a 250 radius. Aboveground (Cooldown 0) Rek'Sai dives underground, reducing her vision to 250, and gaining (+ 25/40/55/70/85% AD) movement speed.
E VOID DEFENSE/SCREEEEEEEEEEEEEEEEEEEEEECH Underground (Cooldown 30) Rek'sai heals (100% AD) health Aboveground (Cooldown 20) Rek'sai fears all units in a 1000 unit radius and deals 0 (+ 20% AP) damage. Allies are healed by that amount.
R SCOUT/FOR THE VOID Underground (Cooldown 180) All enemies are rooted and are seen by all allies of Rek'Sai for 7/12/17 seconds. Aboveground (Cooldown 180) Rek'Sai eats the enemy champion 1000 units away from any ally with the most health before trapping it underground. Both Rek'sai and that enemy die. Rek'Sai's Xer'Sai now follow the ally closest to where Rek'sai died.
