What the **** are the chances for getting Runeborn Xerath.

I'm actually done with Riot's **** about making ***** skins higher chance rates in rerolls and chests. I rerolled 3 legacy skins and go Runeborn Xerath. Before that I already rerolled Runeborn Xerath once before after I got it from chest. This is the 3rd time I've gotten Runeborn Xerath from chests and rerolls and it's driving me mad.

I mean if you rerolled and unlocked then you wouldn't get it again. They are RNG chests. I've gotten like 6 evelynns from chests. If you own a skin and do a reroll which is what I gathered you did, you won't reroll something you own.
