Veigar VU

(Forgive me if I'm posting in the wrong section. They all seem to be very general.) Before we start, I'd like to get something out of the way. Some people say Needs a rework, but lets be honest. They've never played him, and are all just fed up with good vinigurs beatin them all day. Ehem, now we can discuss what really matters. Veigar needs a VU. I honestly wouldn't say he's a priority, but he's somewhere up there. I would draw up some concept art or something, but there's no need. his new splash art in itself is all the "concept" we need. It has stunning visuals, and some fancy clothing. If this was a perfect world, Veigar would get the Heimer treatment. If not, at least make his hat's rim more than eight edges. Oh also, his hat needs to be bigger. BIGGER. Feedback would be great, unless it's about reworks. You can feel free to try, but some other Veigar player will just kinda stomp on you.
